실업자재취직훈련 프로그램 사전평가심의 방안

Abstract

본 연구에서는 주요국의 실업자재취직훈련 프로그램에 대한 조사를 통해 외국의 실업자직업훈련프로그램의 개발 및 운영을 분석하여 우리나라의 실업자재취직훈련 프로그램 실시에 있어서 시사점을 찾고, 현재 지방노동관서에서 실업자재취직훈련 프로그램을 승인하는데 있어서 적합성을 판단하는 기준을 개발하여, 향후, 제한된 실업자 지원의 재정을 효율적으로 활용하고, 국가적 차원에서 인적자원을 개발할 수 있는 방안을 모색하고자 한다. 이를 위하여 이 연구는 다음의 목적을 가지고 연구를 수행할 것이다. 첫째, 지방노동사무소에서 검토 의뢰된 실업자재취직훈련과정을 승인하는데 있어서 판단하기 곤란하거나 평가심의를 필요로 하는 과정을 조사하여 이에 대한 방안을 제시한다. 둘째, 주요국의 실업자재취직훈련과정의 종류, 개발과정, 내용, 운영현황 등을 조사하여 우리 나라의 실업자 재취직훈련과정의 승인에 시사점을 찾는다. 셋째, 구체적으로 실업자재취직훈련 프로그램에 대한 평가심의의 예를 제시한다. 넷째, 실업자재취직훈련프로그램의 과정에 대한 사전 평가로서의 심의 절차를 마련한다.

Since 1998, many courses for the unemployment training were recognized and put in effect. Currently, the types of vocational training that number up to around 300 are established into the training courses for re-positioning the unemployed. However, some fields of training require consideration on its appropriateness of whether these training programs are to be trained with the governmental budget or not. Also, in some cases of training field, the training scheme submitted by the training service had a vague assessment standard on whether the training is appropriate as the re- positioning training of the unemployed or not. Therefore, the discussion as to whether a consistent assessment scheme was necessary or not was proposed on an active basis. Accordingly, this study analyzed the development and the management of the foreign vocational training program on the unemployed and presented a direction for the operation of the re-positioning training program of Korea in order to work out these problems. In this context, we hope to develop the standard on assessment of the appropriateness in approving re-positioning training program from current local labor government office, make effective use of the limited financial affairs of the vocational training for the unemployed, and search the scheme that can develop the human resources at the national level. On behalf of this, the study, first of all, researched through the types of training program for re-positioning the unemployed in the main countries, the development in the training courses, the details of training, and the status of its management, and then presented suggestions for Korea's management of the training program for the unemployment. Secondly, we have provided a standard of the assessment as to whether the training course of re-positioning the unemployed is appropriate or not on this ground. Thirdly, we have provided the procedures of the assessment in terms of the appropriateness of the training courses for re-positioning the unemployed. In this sense, we hope to apply it to other cases based on these examples.
