따라서 본 연구의 목적은 첫째, 실직자 직업훈련의 효율성을 제고하기 위하여 실직자 훈련의 현황을 보다 면밀히 파악하며 둘째, 실직자훈련체계의 측면에서 접근하여 그 문제점과 요구를 조사 분석하고 그 결과를 토대로 셋째, 훈련생의 직업능력향상을 향상시킴과 동시에 재취업을 활성화시켜 국가 경제력 향상을 도모할 수 있는 실직자 직업훈련 효율화 방안을 제시하는데 있다. The training for the unemployed has sharply increased after the mass unemployment under the IMF system. Though the training for the unemployed alleviated the impact of social crisis, the training effect wasn't so satisfactory. The rate of employment was low and several problems were detected in the process of the training. The problems were as follows; - The majority of the trainee were the educated young unemployed; - The quantity of the training was more emphasized than the quality of it; - Lack of information on the job market caused inefficiency of the training; - There was a low relationship between training and employment; - Trainee and the training institutes have unfaithfully participated.
To solve these problems, in this study, the followings are done. First, we analyzed the data on the training for the unemployed from January, 1999 to August, 1999, comparing the rate of employment and characteristics of trainees among training institutes. Secondly, we visited Britain, Germany, and France to find some implications from their advanced training systems.
