직업능력개발사업 지원금의 적정수준 연구

Abstract

이 연구의 목적은 직업능력개발 지원금의 적정수준을판단하기 위하여 표준훈련비와 각급 교육훈련기관의 교육훈련비용을 동일한 척도로 비교하고 또한 외국의 훈련비용의 수준을 비교하여 제시함으로써 적정한 수준의 표준훈련비를 산출할 수 있는 기초자료를 제공하고, 나아가 적정한 수준의 표준훈련비에 의한 훈련의 실시로 건전한 교육훈련시장의 육성에 도모하고자 수행되었다. 연구방법으로는 각급 교육훈련기관의 등록금이나 수강료 조사를 위하여 전화설문조사와 문헌조사를 병행하였고, 교육훈련시간이나 교과내용의 판단을 위하여 각급 학교의 교육과정을 참조하였으며, 외국의 훈련비용 지원금에 관한 분석도 실시하였다.

The Vocational Training Promotion Act, which has enacted in 1999, stipulates that employers should provide a financial support for their employees, who are expecting to be transferred to another job position, when they are engaged in a vocational training program. The Act also specifies an off-the-job-training, an on-site training, a correspondence training, a training with a pay during a leave of absence, and a training for the development of vocational ability on abroad. In this vein, a standard training rate is the most significant criterion for a project on the development of vocational ability. In Korea, the standard training rate is usually generated by the basis of vocational training, such as the duration of training hours. This research was aimed to determine an appropriate rate of the various types of vocational training. In order to do, the research was conducted to examine the ratio of the standard training rate to that of the various training institutions by utilizing the equivalent scales. This research was also implemented to demonstrate the rates of vocational training for employees in other countries such as England, France, and Germany. With the appropriate vocational training rates generated in this research, it is expected that a robust market for the vocational training will be sustained by providing the various programs of vocational training for employees. ...
