인도 직업교육 정책 컨설팅

Abstract

본 사업은 인도 국립교육연구훈련원의 요청에 따라, 인도 중등직업교육 혁신 모델 수립을 위한 시범사업의 2차 년도를 연구재단 지원으로 수행한 것임. 인도 중등직업교육 관련 문헌 고찰, 내외부 전문가를 활용한 3회의 현지 컨설팅, 인도 직업교육 담당자와 사업 참여 전문가 2회 초청연수 실시, 인도 측과 지속적인 온/오프라인 협의를 진행하였음. 사업 성과로, 인도의 중등교육과정에 직업교육을 정규과정으로 인정받아 4년간 2,000시간의 교육시간을 확보하고 뷰티와 메카트로닉스 분야의 교육과정 개발을 완료하고 뷰티 실습장을 개설하였음. 메카트로닉스 실습장 개설을 위한 계획을 작성하고 주인도 한국대사관을 통해 이를 위한 자원도 확보하였음. 뷰티와 메카트로닉스 기술 인력을 필요로 하는 주요 업체를 발굴하고 기업을 방문함으로서 일자리 규모와 수준을 파악하는 등 인도 최초로 기업체와 학교간의 산학협력을 통한 교육과정 개발과 취업처 개발이 이뤄짐. 인도의 진로교육을 도입하는 계획을 수립하고 2018년 10월부터 6-8학년을 대상으로 실시하게 됨. 워크숍 3회와 6회의 특강을 실시해 현지 정부 정책 담당자와 교사의 직업교육관련 역량을 강화함. 뷰티의 경우 2019년 8월에 실습장 구축을 완료하고 기자재를 확보했으며, 메카트로닉스의 경우 교육과정 개발을 마무리하고 2020년 9월부터 시작되는 수업을 위한 장비 리스트를 만들어 현지 구매가 가능하도록 조정하였고 주인도 한국대사관의 지원 사업을 신청하였음. 본 사업은 인도가 적극적으로 협력의지를 보인, 한-인도 최초의 직업교육 협력 사업으로서 향후 인도의 직업교육 발전에 기여할 것으로 판단됨.

India is a key country in the ‘New Southward Policy’ of Korea, as its political, economic sectors are rising to the level of the four major powers around the world, and attracting attention as an alternative to Next China. It has a strong influence in regional and international diplomacy to lead the past non-alliance coalition. India is interested in introducing and innovating vocational education at the secondary level to the same level as Korean vocational high schools, to support policies like ‘Make in India’ which grows the manufacturing sector and ‘Skill India’ which trains the necessary technical workforce as to support recent rapid economic growth. At the request of India, in order to develop a proper secondary vocational education that fits within India’s formal education, this project is based on using Korea’s experience of vocational education and to also develop a vocational education model for each school (including curriculum, school operation and teacher education), and applying this in a demonstration school.
