Abstract

연구 필요성 및 목적 자치분권의 최종 지향점인 주민이 살고 있는 지역의 자생적 발전을 위한 조건으로서 교육-노동시장의 원활한 연계 활성화(고도화) 필요 특히 지역의 특색을 고려한 전략산업의 지속가능한 발전을 위한 기업의 혁신역량과 적합한 인재의 공급(교육)은 가장 근본적인 국가균형발전의 토대 이에 지역 전략산업의 분석, 지역 기업의 혁신역량 분석, 지역 교육훈련체계의 분석 등을 통해 지역의 자립적 성장 기반의 현실을 살펴보고, 자치분권과 균형발전을 위한 지역혁신 공동체*의 활성화 방안을 제시 * 공동체(community)란 정부 소속 지역 기관, 대학, 기업, 지방정부, 연구기관 등 지역의 이해관계자의 총합을 의미

In 2017, the Republic of Korea observed an unprecedented reduction in the proportion of its population that is of reproductive age while the percentage of elderly exceeded 14%. This ignited national fears over diminishing fertility rates and stunted reproductive capacity. In addition, the overwhelming preference of the younger generation for metropolitan areas has resulted in an outflow of local talent to central cities like Seoul. These trends have combined to increase concerns over the risk of extinction of provinces. Provincial extinction goes beyond being just a regional problem. Of all OECD member countries, the Republic of Korea records the highest concentration of people living in metropolitan areas at nearly fifty percent of its population. The influx of youth to big cities has resulted in rising housing costs and worsening conditions for marriage and childbirth, thus leading to further population decline. On the other hand, brain-drain in provinces has also given rise to a growing imbalance of innovation resources between regions. To combat this growing regional development gap, the government has implemented the Five-year Plan for Balanced National Development with the goal of promoting self-sustaining regional growth. In order to achieve this goal, the relationship between education and labor needs to be strengthened. In particular, efforts need to be made to encourage the participation of local talent in corporate innovation, to encourage a sustained development of local strategic industries. The purpose of this study, then, is to present a plan for establishing a regional innovation community(RIC) to promote self-sustaining regional growth, where local stakeholders can coexist. The study aims to accomplish this by examining regional innovative capacities based on ‘technological innovation’ and the ‘social economy’, through an analysis of educational training systems and innovative capacities of local industries and enterprises. ...
