기업 근로자의 자격 취득 결정요인 분석: 국가기술자격과 민간자격을 중심으로

Abstract

본 연구의 목적은 기업 근로자의 국가기술자격 및 민간자격 취득에 영향을 미치는 요인들을 파악하는 것이다. 분석자료는 7차 인적자본기업패널을 활용하였고, 분석방법으로는 개인과 기업수준을 분리하여 자격취득 여부에 영향을 미치는 요인들을 분석하는 다층모형 분석방법을 활용하였다. 연구결과는 다음과 같다. 첫째, 기업 근로자의 국가기술자격취득 영향 요인들로는 성별(남성), 높은 임금수준, 연구개발 및 생산 기능직 여부, 현장훈련 참여여부(1수준), 1인당 매출액, 인사고과 반영여부 등(2수준)이었다. 둘째, 민간자격 취득 영향 요인들로는 정규직 여부, 엔지니어 업무 및 서비스 업무, 현장훈련 참여여부(1수준), 1인당 교육훈련비 수준, 인삭고과 반영 여부, 자격취득 후 보상제도 등(2수준)이었다. 연구결과를 통해, 자격 취득에 따른 평가와 보상 강화를 위해 자격과 인사제도의 연계, 자격과 교육훈련제도의 연계 강화를 위해 과정평가형 자격의 확산을 제시하였다. 또한, 개별 근로자의 자격취득 확대를 위해 정부의 행정적 지원과 컨설팅을 통한 사내자격 활성화 등을 제안하였다.

The purpose of this study is to identify the factors affecting the acquisition of national and private technical qualifications of corporate workers. The analysis data utilized the 7th Human Capital Corporate Panel(HCCP). As an analysis method, Hierarchical Linear Modeling was utilized to analyze the factors affecting qualification acquisition by separating the individual and the business level. The results of the study are as follows. First, the factors affecting the acquisition of national technical qualifications of corporate workers were gender (male), high wage level, status of R&D and production functions, participation in field training (1 level), sales per person, and personnel performance and reflection status (2 level). Second, factors affecting private qualification acquisition included permanent status, engineering work and service work, participation in field training (1 level), education and training cost per person, completion and reflection, and compensation system (2 level). From the research results, it was proposed to link qualifications with HR system, and to spread the process evaluation qualification. In addition, activating in-company qualifications was proposed to expand for the individual workers having qualifications.
