평생직업교육훈련 주요 정책 모니터링 및 혁신 방향과 과제

Abstract

본 연구에서는 2019년 기본연구 결과에서 구안된 평생직업교육훈련 정책 개념과 범위를 기반으로 하여 제1기 평생직업교육훈련 마스터플랜의 주요 정책별 추진 상황을 모니터링함과 동시에 중장기적 성과평가 지표별 주요 성과를 도출하여 제시하였다. 더불어 분석된 모니터링 및 중장기 주요 성과 결과에 기초하여 제2기 평생직업교육훈련 정책 마스터플랜의 비전과 추진 방향을 모색하고, 미래 환경 변화를 대비하기 위한 주요 추진과제를 도출하였다.

TVET policies in Korea have various problems due to lack of policy consistency, inadequate evaluation of past policies, insufficient response to environmental changes, and flawed evaluation system. Besides, discussions on policy monitoring, performance system, and policy implementation governance for each significant TVET policy are insufficient. The government work evaluation also fails to analyze the sustainability, integration, and mid-to-long-term performance of the policy. Therefore, in this study, based on the concept and scope of the TVET policy devised in the 2019 study results, the first TVET Master Plan's implementation status for each significant policy is monitored. Based on the analyzed monitoring and primary mid-to-long-term results, the 2nd TVET Master Plan's vision and direction were sought, and significant initiatives were drawn to prepare for future environmental changes. ... ...
