근로자 직업훈련체제 발전 방안

Abstract

본 연구의 목적은 다음과 같다. 첫째, 직업훈련기본법 및 근로자직업훈련촉진법을 중심으로 제도적 발전 과정을 분석하여 수요자 중심 훈련체제로의 전환 과정 및 내용을 점검한다. 둘째, 최근 기업의 직업훈련 실시 현황 및 근로자 직업훈련 참여 현황을 검토하여 근로자의 훈련기회 접근성을 평가한다. 셋째, 외국의 근로자 직업훈련체제를 조사하여 그 시사점을 도출한다. 넷째, 21세기 직업훈련체제 발전의 기본방향을 설정하고, 정책 영역을 추출하여 정책과제를 개발하고 수단적인 세부 정책과제를 제시한다.

The purpose of this study is to analyze the developmental stages of the vocational training system in Korea, review its past and current performance, and finally introduce specific measures for improvement in each policy area toward a future-oriented vocational training strategy. Adjusting to a future-oriented vocational training system entails two steps: (1) internally to the organization, establishing the necessary training infrastructure such as content, methods, and qualification; and (2) externally of the organization, improving efficiency by implementing demand-satisfying training. The process of vocational training development was reviewed through related literature and previous studies. The current implementation of vocational training for workers within and without firms was surveyed by using various data available. Case studies of vocational training in other advanced economies based on data from international organizations such as the CEDEFOP, OECD, EC, and ILO were also included. An expert advisory council and opinion survey(i.e. Delphi survey) were organized to arrive at the basic directions and future policy areas as well as the specific measures for the future vocational training system. ...
