미래 환경 변화에 따른 특성화고등학교 혁신역량 진단 및 개선 방안

Abstract

본 연구는 학령인구 감소와 4차 산업혁명으로 인한 노동시장 재편으로 인한 일자리 감소 등의 문제점을 해결하기 위해 특성화고등학교가 현재 직면하고 있는 문제점을 파악하여 새로운 정책 대안을 마련할 필요가 있으며, 이를 위한 연구의 목적은 다음과 같다. 첫째, 특성화고등학교를 둘러싸고 있는 환경변화에 대해 탐색한다. 이를 위해 4차 산업혁명에 따른 미래 노동시장 환경변화와 특성화고등학교 학령인구 감소 및 정책환경 변화 등에 대해 탐색한다. 둘째, 특성화고등학교와 특성화고등학교를 둘러싸고 있는 거버넌스를 고려하여 혁신역량 진단도구를 개발한다. 셋째, 개발된 진단도구를 활용하여 특성화고등학교 혁신역량에 대한 진단을 실시하고 이를 토대로 개선 방안을 도출한다.

Specialized vocational high school is under severe pressure from new challenges such as decreasing the school-age population and changing the industrial structure. The government is encouraging the reorganization of specialized vocational high school departments and curriculums in the new technology field; however, it is unlikely to achieve the goal as it is being promoted without sufficient consideration for teachers, students, facilities, equipment, and finance. The measuring of innovation capability means analyzing processes related to innovation activities and examining whether these activities are adequately planned and practiced for changes in the internal and external environment (Chiesa et al, 1996). Innovation is central to deal with environmental changes, however, little research has been conducted in the vocational education context. Motivated by this gap, we develop an innovation capability framework within the secondary vocational education sector. This study aims to measure the innovative capabilities of specialized vocational high schools and derive improvements. In this study, considering that the concept of innovation competency in specialized vocational high schools is very limited, we defined innovation competency as the ability to perform innovation itself. In particular, the previous study focused on the result of innovation targeting the private sector. If this perspective is applied as our study, the process aspect of various educational activities in schools may be missed.
