지방자치단체와 지역 학습생태계 전략

Abstract

○ ‘코로나19’로 인한 엄격한 비대면 상황, 수도권 집중으로 인한 지방소멸론 등은 지역균형발전과 지역 차원의 성장에 대한 기대를 확장시키고 지역 커뮤니티의 중요성을 일깨움. ○ 이러한 요구에 부응하여 많은 지방자치단체는 지역단위 일자리 창출, 지역경제 활성화, 지역인적자원개발 등 다양한 노력을 경주하고 있음. ○ 지역 자생의 발전 및 주민 주도성을 통한 지역경쟁력을 위해서는 지역 학습생태계 구축이 선행되어야 하며, 지역단위 정책을 포괄하고 실행하는 기초지자체에 학습생태계 구축의 중추적 역할과 기능이 요구됨. ○ 본 연구는 지역 학습생태계 구축을 위한 기초단위 지자체의 역할과 기능, 전략적 방안에 집중하여 지역 학습생태계를 통한 지역통합성과 지역발전 실현 방안을 제안하고자 함.

This study aims to establish a regional learning ecosystem policy model focusing on the roles and functions of the basic local government unit, and propose implications and tasks for establishing a regional learning ecosystem through empirical and case analysis. Demand for balanced regional development and connection between individuals is strengthening due to risks such as non-face-to-face situations caused by COVID-19 and local extinction caused by concentration in the metropolitan area. In response, many local governments are making various efforts such as creating jobs at the regional level and developing local human resources. In order to strengthen regional competitiveness, the establishment of a regional learning ecosystem must precede, and the central role and function of the establishment of a learning ecosystem are required for basic local governments that encompass and implement regional policies. In terms of policy, theregional learning ecosystem is a necessary condition for exerting the effectiveness of local human resource development policies, and can play an important mediating role for the accumulation of social capital to maintain social solidarity. ...
