미래 지향 고등교육체제 개편 구상 : 직업교육 강화를 중심으로

Abstract

현재 시점에서 내리는 정책 결정이 미래 고등교육의 모습과 성과를 결정한다. 한번 내려진 결정은 쉽게 바꿀 수 없으며, 장기간에 걸쳐 영향력을 발휘한다. 만약 그 결정이 잘못된 것이라면, 해당 정책은 오랜 기간 고등교육 발전에 장애요인으로 작용할 것이다. 이 연구는 장기적 관점에서 우리나라 고등교육 발전을 위한 올바른 정책 결정에 도움이 되는 정책 자료를 제공하고자 한다. - 미래 정책 환경 변화 전망 - 우리나라 고등교육단계 직업교육체제 및 관련 정책 분석 - 주요국의 고등교육단계 직업교육체제 개편 사례 분석 - 우리나라 고등교육 미래 모습 시나리오 구상

This study attempts to develop future scenarios for higher education systems in Korea with special focus on vocational education, which is based on the recognition that Korea needs clear future pictures of higher education systems which can lead policies and strategies of higher education-related Ministries and colleges & universities in consistent and systematic ways. In order to achieve the objectives mentioned above, this study (i) analyzed future changes in higher education system that 4 driving forces demographic changes, changes in industrial & occupational structures, ICT development, and globalization would bring about within 10 years and 20 years, (ii) reviewed current higher education reform cases in 5 countries(Finland, U.K., Japan, U.S.A. and Taiwan) and future higher education scenarios developed by OECD and others, (iii) on the bases of these analyses and review results, developed 3 scenarios for desirable future higher education system which would be suitable for meeting future manpower requirement and social demand for higher education in Korea community-based system, network-based open system, and market-based system-and (iv) drew policy implications by each scenario. ...
