노동시장 구조개혁과 청년고용: 적극적 노동시장 정책을 중심으로

Abstract

본 연구에서는 우리나라 노동시장의 이중구조라는 구조적 성격과 코로나19 감염병 확산에 따른 위기 극복의 과제라는 국면적 성격이 중첩되어 청년고용 해법에 중층적 과제를 부과하고 있다는 점에 주목한다. 우리는 청년고용 문제가 구조적-국면적 성격이 중첩된 이슈라면 문제에 대한 해법 또한 중층적·다층적 접근이 필요하다고 생각한다. 따라서 본 연구에서 청년 문제에 대한 해법은 노동시장 구조개혁이라는 구조적 개입뿐만 아니라 코로나19 위기에 대한 영향으로부터 청년층에 부과되는 위험을 최소화하는 방안, 즉 국면적 성격의 개입이 필요하다는 점을 강조한다. 우리는 노동시장 구조개혁을 위한 정책 어젠다를 제시할 뿐만 아니라 실제 그 어젠다의 실현가능성과 우선순위에 대한 이해당사자의 인식과 의지를 구체화할 수 있는 정책 방안을 마련하는 데 주력하고자 한다.

This study pays attention to the fact that youth employment problem is a multi-layered concern with a structural labor market dualization and a conjunctural spread of the COVID-19 pandemic, arguing that solutions need to be sought in a way that combine a structural reform of labor market, especially those of employment protection legislation and a proactive intervention to reduce labor market risks of youth population. To achieve this goal, this study first, compiles cross-country datasets of OECD countries for the last 30 years on labor market institutions, active labor market policies and on youth labor market performance, conducting panel data analysis that ascertains institutional determinants of youth labor market performance as well as employment gaps between youth and prime-aged populations. In addition, a thorough review of meta analysis of youth labor market programs is performed to corroborate empirical findings from the cross-country analysis. Building on these pieces of evidence, FGI and Delphi survey were administered to a group of 25 people that consist of experts on youth employment, ground level policy officers as well as youth activists and jobseekers to reach an agreement regarding feasibility and priorities of youth employment policy measures. Results suggest that closing gap between employment protection legislation between those for regular contract and those for fixed-term contract is of high priority, and the intervention using active labor market policies has relevance to dampen labor market dualism and to pursue inclusive trajectories of employment recovery. ...
