탄소배출규제에 따른 고용구조변화와 인력정책

Abstract

본 연구는 탄소배출규제와 녹색경제로의 전환에 따른 산업구조 및 고용구조 변화에 대한 전망을 구체적인 시나리오별로 제시하며, 각각의 효과를 비교하고자 한다. 현재 대부분의 기후변화 관련 연구에서 고용시장은 고정계수(일부 비교정태적인 계수 변화를 적용)를 이용하여 경제규모와 산업구조 변화, 탄소배출규제 대응정책 등의 효과를 반영하고 있는 것에 비하여, 본 연구는 기술변화와 서구 산업구조 변화 경험을 반영하는 한편 고용구조변화를 반영하는 구체화된 노동시장의 성질을 도입함으로써, 보다 개선된 노동수요함수, 노동시장의 균형 조건 등을 반영하는 함수식을 구성하여 노동시장의 일관적이고 체계적인 변화 및 반응을 파악하기로 한다. 또한 이러한 전망에 부가하여, 고용구조 변화에 따른 문제점을 완화하기 위한 정책적 측면을 모색하고자 하며, 한국보다 앞서 탄소배출 규제를 경험한 독일, 일본의 고용정책 등의 사례를 검토하고, 한국의 고용정책에 대한 정책시사를 찾는다.

This study tries to foresight the changes in industry and employment structure according to the effect of regulation of carbon emission, and suggests a labor policy in response to that. When an active employment policy, which responds to the possible reduction of the production and employment from the regulation of carbon emission, is in act, it indicates that carbon reduction and stable employment can be simultaneously achieved. Basically the regulation of carbon emission negatively affects employment by restricting production activity level of industry but active employment policy appears to relieve employment effect largely which is the key management index for economy. Appearing of redistribution of employment by industry area in the center of service industry shifted from energy intensive area such as manufacturing sector necessitates an employment policy that considers qualitative aspect in the stand point of employment with better quality. ...
