강소기업 인력양성을 위한 기업지원 방안

Abstract

본 연구는 현재 우리나라 주요 부처의 중소기업 지원정책의 핵심요소를 분류하고, 청년친화강소기업제도의 고도화에 기여할 수 있는 정책 패키지를 마련하는 데 그 목적이 있다. 고용노동부의 중소기업 지원정책뿐만 아니라 중소벤처기업부, 산업통상자원부 등 유관부처의 중소기업 지원사업의 주요 정책 현황과 수단, 지원대상과 지원목적 등을 분석하여 청년친화강소기업 지원사업의 재편에 기여할 수 있는 정책 패키지를 제안하고자 한다.

This study aims to address challenges small and medium sized firms confront in terms of attracting and maintaining youth employees. In so doing it tracks the notion of ‘hidden champions’, which is SMEs with technological competitiveness and global market share but unknown for general public. The Korean ministries and scholarship have paid growing attention to these ‘hidden champions’ and translated them into small giants in the local context. Adopting OECD SMEs and Entrepreneurs framework, this study classifies policy support measures for SMEs in Korea by means of institutional and regulatory framework, market conditions, infrastructure, finance, skills, and innovation, and suggests a new policy package to strengthen existing certification system for small giants, that is, ‘youth friendly small champions certification’, which have attractive working conditions, such as decent pays, youth employment, and work-life balanced work-hours. ...
