자격제도 체제 진단 및 중장기 로드맵 연구

Abstract

현재 우리나라의 자격제도는 운영 및 관리 주체에 따라 크게 국가자격과 민간자격으로 구분된다. 국가자격은 개별법 국가자격과 국가기술자격 등으로 구분하여 운영되고 있다. 개별법 국가자격은 각 소관부처의 법령에 따라 자격의 수준, 응시자격, 검정방법, 발급주체 등이 각각 상이하게 관리·운영되고 있으며, 국가기술자격은 고용노동부의 「국가기술자격법」에 의거하여 한국산업인력공단에서 자격 운영 및 관리를 주로 담당하고 있다. 한편, 민간자격은 국가 이외의 자가 신설하여 운영 및 관리하는 자격으로서 크게 등록민간자격과 공인민간자격 등으로 구성된다. 그러나 자격제도 전반을 관통하는 차원에서 국가자격과 민간자격을 포괄한 논의는 다소 부족한 상황이며, 자격제도 전반에 관한 실태 진단 및 향후 방향성 정립이 필요한 시점이기도 하다. 이와 같이 우리나라의 자격제도는 운영 및 관리 주체에 따라 다양하게 운영되고 있으나, 최근 대내외 환경변화에 대응하여 전반적인 자격제도 측면에서 향후 발전 방향의 수립에 관한 논의가 매우 필요한 시점이다. 따라서 이 연구에서는 우리나라 자격제도를 국가자격과 민간자격 등을 포괄하여 전반적으로 진단하고, 이에 더해 향후 우리나라 자격제도의 발전 방향 및 중장기 로드맵을 제안하고자 한다.

The purposes of this study are to diagnose the actual management of current qualification systems in the nation and propose mid- and long-term visions and roadmaps for future qualification systems based on the results. For these purposes, the study set the following specific research questions: First, the study would analyze the current states, policies, and main environments of qualification systems. Secondly, the study would diagnose the actual management of qualification systems in the aspects of ① the management frameworks of qualification systems, ② design and management of qualification systems, ③ usability and social status of qualifications, and ④ organization and infrastructure of qualification systems. And thirdly, the study would propose mid- and long-term roadmaps and policy tasks for qualification systems. The study pushed forward literature researches, FGIs, data analyses, expert councils, and seminars to achieve the research goals. ...
