데이터 기반 미래숙련 전망체계 구축(2022)

Abstract

본 연구는 새로운 기술이 일의 세계에 가져올 충격을 분석하는 데 지금까지 주로 의존해온 작업중심적 기술변화(task-based technical change) 이론이 전제하는 세 가지 개념에 대한 비판으로부터 출발한다. 첫째, 기술이 직업이 수행하는 특정 작업을 대체하여 해당 직업의 일자리 감소를 가져온다는 작업중심적 이론은 기술의 발명과 실제 일상생활과 작업장에 도입되는 것을 동일한 것으로 간주하는 ‘기술적 실행가능성(technical feasibility)’을 전제한다. 즉 작업중심적 접근은 실험실에서 발명된 기술의 성능이 특정 작업을 수행하는 인간의 능력을 대체할 수 있다면 해당 작업과 일자리를 기계가 대체할 수 있다고 간주한다. 하지만 기술을 실제 일터와 생활에 도입할 때 기술적 능력 못지않게 경제적·사회적 요인들이 복합적으로 작용한다. ...

The purpose of this research is to construct the forecasting model of, so called, ‘future of work and employment’, focusing on the impact of artificial intelligence on society. This study begins with the very recognition that the great uncertainty is embedded in forecasting AI’s effects on labor markets due to its disruptive nature associated with its three important technological features, general purpose technology, the great potentials to mimic human cognitive, emotional and social capabilities, and rapid technological advance.
