Human GDP - 기업 교육훈련비의 자산화와 고등교육의 사회적 가치 반영

Abstract

본 연구는 인적자본의 가치를 기존 GDP에 반영하는 새로운 GDP, 즉 Human GDP 개념을 제안하고, 이를 측정하고자 하였다. Human GDP는 기업과 가계 혹은 정부의 교육훈련 지출을 비용 혹은 소비가 아닌 인적자본 투자로 반영할 때의 GDP이다. 한 가지 강조할 점은 삶의 질 또는 주관적 행복 측정에 집중하는 기존의 대안 혹은 보완지표들이 GDP의 한계 극복이 목적이라면, 본 연구의 Human GDP는 인적자본 투자를 기존 GDP에 반영하여 개선하려는 데 목적이 있다. 따라서 전자가 기존 GDP와 일종의 단절이라면 후자는 연속이다. 기존 GDP가 경제적 성과, 특히 한 국가의 생산력에 한정하여 측정하는 한계를 가지는 것과 마찬가지로, 여러 보완(혹은 대안) 지표들 역시 직접적으로 주관적 후생(subjective well-being) 및 삶의 질(quality of life)을 측정하는 과정에서 여러 한계를 가진다. 인적자본의 가치를 고려하는 본 연구의 Human GDP는 경제적 성과 측정과 주관적 행복 측정 사이의 간극을 교육과 훈련을 통해 축적되는 역량(capability) 개념을 통해 메우려는 지표 개발 및 측정 차원의 시도로 볼 수 있다. 이와 관련한 이론적 논의는 본문에서 자세히 다룰 것이다. 이후 Human GDP를 실제로 측정하고, 이 측정값이 기존 GDP 및 보완지표들과 어떠한 관계를 가지는지 역시 본문에서 상세히 다룬다. 이를 통해 본 연구의 Human GDP가 지표 혹은 지수로서 가지는 경제적, 사회적 의미뿐만 아니라 정책적 함의 역시 확인할 수 있다.

... Prior to deriving and measuring calculation formulas in earnest, this study discussed the limitations of GDP and alternative indicators to overcome them first. In particular, attention was paid to how Amartya Sen’s capability approach was used in the development of alternative indicators. Then the concept of Human GDP was proposed. While the existing supplementary indicators used Sen’s capability approach to create indicators or indices that take a completely different approach from the existing GDP, the Human GDP of this study incorporates Sen’s capability approach within the existing GDP system. Of course, this approach has the limitation that Sen’s capability approach can be narrowly interpreted only in economic terms, but has the advantage that the measured value can be interpreted in accordance with existing GDP or its extension.
