직업교육훈련 평가의 추수효과 분석

Abstract

본 연구는 전술한 필요성을 바탕으로 직업교육훈련 평가 결과의 활용도를 측정하고, 평가 결과를 활용하는데 장애 요인을 파악하여, 평가 결과가 어느 집단에서 어떤 측면에서 가장 효과적인가를 조사함으로써 평가 결과의 활용을 최대화시킬 수 있는 방안을 모색하고자 한다. 이를 위한 구체적인 연구의 목적은 다음과 같다. 첫째, 우리 나라의 직업교육훈련 평가 현황을 평가 방법 및 절차, 평가 기준, 평가 결과의 활용을 중심으로 파악한다. 둘째, 메타평가의 개념 및 평가 결과 활용에 대한 이론적 배경을 정립한다. 셋째, 평가의 추수효과에 대한 직업교육훈련 관련 집단의 인식을 조사한다. 넷째, 직업교육훈련 평가 결과의 보다 효율적인 활용 방안을 도출한다.

The purpose of the study was to examine follow-up effects of the laid-offs retraining evaluation enforced by the Ministry of Labour since 1998. Specifically, this study focused on measuring usefulness of the evaluation, exploring obstacle factors when utilizing the evaluation results, and investigating strategies for maximizing utilization of the evaluation results. For the purpose of the study, meta-evaluation was reviewed by analysis of previous studies and data, evaluation contents were also analyzed from the previous vocational education and training institution and program evaluations. Furthermore, the enhancement strategies for utilizing the evaluation results were drawn through the results of survey for the follow-up effects of the evaluation. The survey questionnaires were administered to authorities concerned who were in charge of laid-offs retraining in the Ministry of Labor and the Local Labour Office, presidents and teachers of laid-offs retraining institutes, and trainees in those institutes.
