환경영향평가사 자격종목 개발 연구

Abstract

본 연구에서는 각종 개발 계획 및 개발 사업을 수립？시행함에 있어, 사전에 환경에 미치는 영향 정도를 과학적으로 예측？분석？평가하여 환경으로 인한 피해를 최소화하며, 대안과 저감 대책을 강구할 수 있는 직무를 수행하는 환경영향평가를 전담할 수 있는 환경영향평가사 자격종목을 개발하는 데 목적이 있다. 또한, 본 종목은 환경부의 자격 신청 요청에 의거, 자격종목을 개발하고자 한다.

Humankind is faced with various environmental problems such as the exhaustion of a limited resource supply, environmental destruction and pollution that are becoming more serious with population growth and industrial centralization, and which have exceeded the limit for natural self-purification. To solve these problems, its effects on nature and life as well as society and economy should be evaluated in a broad, systematic, and preventive manner. In this context, the need has been recognized for training specialists who are able to effectively identify and prevent potential environmental destruction and pollution in various developmental plans. Korea has recently been experiencing higher demands for environmentally -friendly land management and improved quality of life. A natural corollary to this is the increasing demand for ensuring not only the scientific and expert assessment of environmental effects, but also systematic post -assessment management. In addition, the demand for experts in this field is expected to increase rapidly since a law to assess the environmental effects of development projects exceeding a certain limit is to be implemented in the latter half of 2000and laws pertaining to the effects of environment, transportation, disaster are to be enforced starting in 2001. Against this backdrop, the main objective of this study is to develop Environmental Impact Assessment qualification items that may minimize detrimental developmental effects by estimating, analyzing, and evaluating various developmental plans and projects and also devise alternative ideas and damage reduction plans. ...
