평생 직업교육훈련 종합 대책 (Ⅱ)

Abstract

본 연구는 1차년도 연구의 후속 연구로서 국내 평생 직업교육훈련의 운영 실태와 문제점을 진단하고, 외국 사례 분석을 통해 평생 직업교육훈련의 발전 대책을 종합적으로 마련하는 데 목표를 두고 추진하였다. 연구 목적을 보다 구체적으로 제시하면 다음과 같다. 첫째, 우리 나라의 평생 직업교육훈련 운영 실태를 진단하고 문제점을 도출한다. 둘째, 선진국의 평생 직업교육훈련 정책 및 운영 실태를 분석하고, 그 시사점을 살펴본다. 셋째, 예시적으로 군인, 장애인, 수용자, 고령자 집단을 선정하여 대상별 구체적인 평생 직업교육훈련 운영 실태와 문제점을 분석하고 발전 과제를 도출한다. 넷째, 평생 직업교육훈련을 발전적으로 추진해 나갈 수 있는 대책을 종합적으로 제시한다.

As a two-year project from 2000 to 2001, this study aims to develop a comprehensive development plan for lifelong vocational education and training. This will enable the nation to better respond to internal and external environmental changes by developing individual proficiency, and provide support for the development of job competence of all citizens. The proceedings of the study during the current year - or the second year of the project - is focused on the assessment of the current status of Korea's lifelong education and training in order to identify related issues. Moreover, policies and operations of lifelong vocational education and training programs in such advanced countries as Japan, Australia and Britain are analyzed and useful implications are extrapolated. Furthermore, groups of military servicemen, incarcerated inmates, handicapped and senior citizens were selected to evaluate the operation of lifelong vocational education and training for each group. Finally, comprehensive plans to improve lifelong vocational education and training are developed. Also, the study categorizes lifelong vocational education and training system into several sub-areas: learning/career and counseling/employment information systems; operational systems for lifelong vocational education and training; assessment and recognition system of lifelong vocational education and training; and government's administrative and financial support system.
