고교-전문대 연계 교육과정 운영 방안 연구

Abstract

○ 이 연구는 ‘고교-전문대학 연계 교육과정’의 효율적인 운영을 위한 구체적인 제도화 방안을 마련하여 정책 추진을 지원하는 데 목적이 있었음. ○ 고교-전문대학 연계 교육과정 운영 방안의 마련을 위하여 ① 관련 유사사례 분석, ② 디지털 신기술 분야 관련 정책 동향 분석을 수행하였음. 관련 유사사례는 고교-전문대학 연계 교육과정과 관련하여 중소벤처기업부, 교육부, 고용노동부 등에서 기존에 추진하였던 유사 사업을 비교 분석하였으며, 디지털 신기술 분야와 관련하여 기획재정부, 산업통상자원부, 과학기술정보통신부 등 정부부처에서 발표한 각종 정책 및 기본계획을 종합 분석하였음. ○ 고교-전문대학 연계 교육과정 운영에 대한 수요조사를 위해 특성화고, 전문대학 및 산업체 관계자를 대상으로 설문조사를 실시하였으며, ‘고교-전문대학 연계 교육과정 운영 필요성’에 대해 전체 응답자의 73.5%가 긍정적으로 응답하였음. ‘고교-전문대학 연계 교육과정 참여 의향’에 대해서는 전문대학이 63.1%로 참여 의향이 가장 높았으며, 특성화고는 44.0%, 기업체는 48.0%이었음. 사업 참여 희망 신기술 분야로는 ‘인공지능(AI)’이라는 응답이 가장 많았고, 이 외에도 ‘미래자동차(전기, 자율자동차 등)’, ‘빅데이터’, ‘반도체’ 등의 분야에 대한 수요도 확인되었음. ○ 고교-전문대학 연계 교육과정의 효율적인 운영을 위하여 ① 비전 및 목표, ② 사업 운영 모형 등을 제안하였음. 사업의 비전은 ‘디지털 전환 시대에 부응하는 국가 차원의 고숙련 기술인력의 체계적 양성’으로 설정하였으며, 사업의 추진목표를 ‘고교와 전문대학이 연계되는 교육과정 운영으로 전문학사 조기졸업 기회 제공 및 신산업 분야 우수 기술인재 양성’으로 제시하였다. 이를 달성하기 위한 3대 전략은 ① 통합성, ② 미래지향성, ③ 현장성 등으로 설정하였음. ○ 사업 운영 모형은 ① 개념 및 기본 방향, ② 사업 주요 내용, ③ 선정평가 및 성과관리 방안 등으로 구분하여 제시하였음. 이를 위해 컨소시엄 사업단 구성 방안, 신청 및 선정 분야, 연계 교육과정 개발 방안, 연계 교육과정 운영 방안(학생 선발, 교육과정 운영 로드맵, 중도탈락 관리, 학생 사후관리 등) 등을 구체적으로 제안하였음.

In South Korea, the government proposed "establishing a growth track for the field of new technologies based on the management of a connected curriculum between vocational high schools and community colleges" as one of national projects. Now is a critical time to prepare a curricular plan to reinforce curricular connections between vocational education institutions from vocational high schools to community colleges so that professional tech talents can be cultivated capable of reacting to the fast technological changes of industries on the site especially including the Fourth Industrial Revolution and digital transformation. This study thus set out to make a set of specific institutionalization plans for the efficient management of a "connected curriculum between high schools and community colleges" and support the government pushing forward concerned policies. Under these goals, the study set the following specific objectives: first, the study would identify benchmarking items and set differentiation strategies by analyzing similar cases related to connected curriculums between high schools and community colleges; second, the study would find implications by analyzing needs for a connected curriculum in new industries; and third, the study would make management plans for a connected curriculum between high schools and community colleges. ...
