고등학교 평준화정책이 사교육비 지출에 미치는 영향: 중3∼고2 시기 지출에 대한 탐색 분석

Abstract

이 논문은 고등학교 평준화정책과 사교육의 관계를 탐색적으로 분석하였다. 한국직업능력개발원의 ‘한국교육고용패널’ 자료를 이용하여, 중학교 3학년에서 고등학교 2학년 때까지 사교육비 지출이 평준화정책의 영향을 받았는지 분석하였다. 회귀분석을 통하여 학생 개인 속성과 가정배경, 학교 소재지역 등을 통제하고, 평준화적용 지역과 비적용 지역 사이에 사교육비 지출에 차이가 있는지 살피는 방법을 택하였다. 분석 결과는 평준화정책이 사교육을 억제하기보다 오히려 조장할 가능성이 있음을 시사한다. 특히 중학교 때와 고등학교 초기에 고등학교 평준화정책이 그렇게 작용할 가능성이 큰 것으로 보인다. 물론 이런 시사는 좀 더 충실한 자료를 바탕으로 재평가해보아야 할 것이라고 제안하였다.

The study explored the relations of the High School Levelling Policy to the participations of 9th through 11th graders in shadow education. Utilizing the KEEP data, regression analyses are done for the expenditures of private tutoring. To look into the difference in the spending between the policy and the non-policy areas students, controls are don for individual traits and family backgrounds as well as school locations. Analysis results implicate the negative effects of the Levelling Policy. The students in the policy areas tend to spend more money for shadow learning than those in the non-policy areas do. Cautions and further examinations are suggested for the findings and implications.
