민간자격 등록갱신제 시행방안 연구

Abstract

본 연구의 목적은 민간자격 등록갱신제가 어떻게 운영되는 것이 적절한지에 대한 세부적인 운영방안을 마련하는 것이다. 좀 더 구체적으로 볼 때 본 연구는 등록갱신제 운영 관련 「자격기본법」 개정법률안의 시행령 및 시행규칙 마련을 위한 등록갱신에 필요한 갱신기준(요건), 갱신신청서류 및 갱신절차 등을 마련하는 것이다.

The purposes of introducing the private qualification registration system in Korea are to prevent the creation and operation of private qualifications, which are prohibited by law, to prevent damage to the public, and to collect and provide accurate information on private qualifications. However, following the introduction of the private qualification registration system, as the number of registered private qualifications has sharply increased, consumer damages have continued to increase due to false or exaggerated advertisements or unreliable private qualifications. Furthermore, the registration of unreliable private qualifications has been maintained, and the untested dormant qualifications are not abolished, consumer confusion has been increasing. In order to solve this problem, the bill to amend the 「Framework Act on Qualifications」 was proposed to introduce the private qualification registration renewal system.
