디지털 전환과 사회불평등에 대응하는 직업능력정책

Abstract

본 연구에서는 디지털 전환이 노동시장 및 사회불평등에 미치는 영향을 다차원적으로 분석한다. 그 가운데에서 직업능력의 개발과 보호, 활용 관점에서 직업능력정책을 사회정책과 적극적 노동시장정책과 연계하는 방안을 제시한다. 직업능력정책의 재정립을 통해 디지털 전환의 혁신 요인을 선취하면서 사회불평등에 대처하는 직업능력정책의 이론적 근거와 지향을 제시하고자 한다. 특히 스킬의 개발과 보호, 활용을 연계하기 위해 적극적 노동시장정책과 사회보장정책, 직업능력정책 등 다차원적 측면에서 정책방향을 제시한다.

Digital transformation gives rise to structural changes in the world of work, and shapes social inequality as a key driver of disruptions. Skills policy also confronts significant challenges, which have long concentrated on developing competencies within the realm of employment insurance scheme. For the last few decades, once nurtured with relevant job competencies, strong and stable labor market made use of employee talents without significant problems. However, post-industrialization and rising instability of labor market have put great pressure on this skills policy. To address this challenge, this study argue that skills policy is set to be prepared with the perspective of use and activation of skills in addition to raising up talents to deal with human resources issues in the era of digital transformation. ...
