정부의 직업능력개발사업이 기업의 인적자원개발에 미친 영향력 분석

Abstract

본 연구에서는 인적자본기업패널(HCCP)의 자료를 이용하여 정부에서 지원하는 직업능력개발 사업이 기업의 인적자원개발에 미친 영향력을 분석하였다. 주요 결과는 첫째, 정부의 직업능력개발 지원 사업이 교육훈련에 끼치는 영향은 기업특성이나 인적자원 관련 변수들 보다 크지 않게 나타났다. 다만, 중소기업의 경우 근로자수 강지원금이 교육훈련의 참여율에 긍정적 영향을 받는 것으로 나타났다. 둘째, 정부의 직업능력개발 지원 사업의 경제적 효과는 기업특성이나 인적자원 관련 변수보다 크지 않음을 알 수 있다. 셋째, 정부의 직업능력개발 지원 사업의 기업 경쟁력 수준에 대한 영향력은 유의미한 효과가 거의 없는 것으로 나타났다. 결국 우리나라 기업이 정부의 직업능력개발 지원 사업을 활용함으로서 영향을 받는 것은 중소기업에서의 교육훈련 참여율의 직접적 증가 이외에 매출액이나 기업의 경쟁력 수준 향상에는 유의미한 영향을 끼치지 않은 것으로 나타났다. 그럼에도 불구하고 HR 관련 변수들로서 HR계획 수립, HRD 계획 수립, 그리고 HR 담당자들의 전문성 등이 기업의 매출액과 경쟁적 수준 향상에 많은 영향을 주는 것으로 나타났으며, 따라서 기업의 인적자원개발과 관련하여 교육훈련에 대한 직접지원 형태보다는 기업의 인적자원개발 인프라를 구축을 할 수 있도록 지원하는 정부 지원 프로그램을 개발하는 것도 향후 정책과제로 생각해 볼 수 있을 것이다.

The aim of paper is to analyse the effects of the government-supported vocational training in companies using the data-base on human capital cooperatives panel(HCCP). the main findings are as follows: First, the rate of worker' s participation in the education and training in firms is much smaller than effects of firm size, industry, and human resources infrastructure. Second, the economic effects on the based public program do not exist in the firm. Third, the enterprises competitiveness are a few in the companies by the government based vocational training programs. As results, the firm in Korea are not effected by the gonverment funded vocational training in the economic and competitiveness, excepted the small and medium enterprises. Even though, HR variables involving the plan of HR, the plan of HRD, and the professionality of HR staff affect to the economic result and competitiveness. So, the government has to support the firm indirectly not directly.
