Do Unions Increase Training to Improve Firm Competitiveness? 노동조합이 교육훈련에 미치는 영향에 관한 연구 : 패널자료 분석을 중심으로

Abstract

우리나라의 경제성장은 노동조합과 별도로 생각하기는 어렵다. 특히 지난 1987년부터 3년여 진행된 노동자대투쟁은 우리나라의 경제발전과 노동조합이 얼마나 밀접하게 보여주는 사건이라고 할 수 있다. 하지만 지난 20여년 간의 노동조합활동은 과거와 달리 새로운 과제를 내놓고 있다. 노동조합은 특히 IMF외환위기이후 임금인상 뿐만 아니라 고용보장에 대한 요구수준을 높이고 있지만 사회적으로는 노동조합의 활동에 대해 비판적인 시각이 늘어나고 있다고 하겠다. 여러 가지 이유가 있겠지만 그 중의 하나는 바로 노동조합의 임금인상요구 결과 기업들의 인건비에 대한 부담이 점차 커지고 있다는 점이다. 하지만 경제발전에 따라 근로자들의 임금수준 또한 향상되는 것도 당연한 현상이라고 볼 수 있다. 문제는 높아가는 임금수준에 따라 근로자들의 생산성 또한 향상되느냐 하는 점이다. 본 연구는 생산성 향상의 한 방법으로 교육훈련을 통한 숙련도나 역량의 향상이 이루어질 것이라는 전제하에 앞의 질문에 답을 하려는 시도로 진행되었다. 2004년과 2006년에 조사된 인적자본기업패널(HCCP) 자료를 이용하여 283개의 제조업체에 대해 실증적으로 분석한 결과 먼저 단순 평균값으로 볼 때 유노조기업의 노동비용이 더 높았으며 교육훈련 비용도 상대적으로 더 많았다. 이러한 결과는 재무정보자료인 KIS에 있어서도 같은 결과를 제시하였다. 그러나 다른 변수들의 영향력을 통제한 후 살펴본 노동조합결성과 기업의 종업원 1인당 교육훈련비는 통계적으로 유의한 관계를 보이지 않았다. 먼저 패널자료를 이용하여 기업의 성과에 대한 인식을 종속변수로 분석한 결과 노동조합의 효과는 통계적으로 유의미하지 않았다. 다시 1인당 부가가치, 매출, 수익률 등 재무정보를 종속변수로 회귀분석결과 에서도 노동조합은 통계적으로 유의한 영향력을 미치지 못 하였다. 결국 본 연구결과를 바탕으로 할 때 국내 기업의 경우 노동조합이 기업의 교육훈련투자에 미치는 영향은 통계적으로 유의하지 않다고 결론지을 수 있다.

Unions in Korea have had strong impact on improving the life of workers, including wage level, job security, and working conditions. This strong impact, however, also increased labor cost and may have actually hindered companies' competitiveness in the market, particularly in the global market. The question asked in this paper is how do unionized companies with higher labor costs survive in the market? To maintain competitive advantage in the highly competitive global market, highly qualified human resources and continuous upgrading in skills and knowledge thorough active participation in training program, are necessary conditions. The worker's participation, promoted by the union, in training and development may contribute to maintain the competitive advantage of the company. Simple statistics show that unionized companies pay workers more and train them more than nounionized companies do. This may lead to the explanation that unions get more from the company but compensate higher labor cost with more training which may lead to higher productivity. As shown in Korea Investors Service dataset, the absolute levels of per capita sales, ordinary revenue, and net revenue are higher in unionized companies with higher per capita labor cost. However, the effect of unions on training and development cost disappearswhen some other control variables are included in the model. Furthermore, the union variable was neither statistically significant in the random effect model for company performance on attitudinal measures such as job competency and workers’ motivation nor on financialmeasures such as per capita value-added, sales, and revenues. Meanwhile, the per capita training cost variable keeps its statistical significance in most of the models analyzed. To survive and prosper under the globalized competition, union may need to bargain not only wages and job security, but also company's competitiveness to help the company survive in the market. One simple but strong way of helping the company to be competitive in the market is upgrading skills and knowledge of union members.
