인적자원개발지표 및 지수

Abstract

본 연구의 구체적인 연구목적은 다음과 같다. 첫째, 지금까지 여러 가지 개별지표 자료에서 부분적으로 제시되고 있는 인적자원에 관련된 지표들을 종합하여 인적자원개발지표 및 지수를 개발·제시하기 위한 기초연구의 일환으로 인적자원개발지표의 체계를 개발한다. 둘째, 인적자원과 관련이 있는 기존의 교육지표·통계와 노동지표·통계가 교육과 노동의 이행과정의 흐름을 파악하고 실태를 제시하는 데에 한계가 있다. 그러므로 이 한계를 극복하고, 교육 및 노동 관련 지표 및 통계치(교육 통계, 노동통계, 기타)를 재구성하기 위한 각 부문별 영역을 설정하고 이 영역에 따른 세부지표항목을 개발한다. 셋째, 인적자원의 정보원 및 새로운 자료구성을 위해 관련 통계치를 주기적, 누적적으로 수집·가공하고, 이를 체계적으로 제시하기 위한 항목의 개념과 산식을 제시한다. 넷째, 이 연구에서 제시되는 인적자원개발지표 및 지수 개발단계에 맞추어, 현재 개발 가능한 지표들부터 시작하여 장래 개발할 수 있는 항목들을 추가하고 보완할 수 있는 형태의 인적자원개발지표 항목들을 제시한다. 장래에 보다 질 좋은 인적자원개발지표를 발간하기 위해 새롭게 조사되어야 하거나 주기적인 조사가 필요한 항목들을 단계적으로 제시한다. 다섯째, 본 기초연구는 향후 『인적자원개발지표 및 지수』라는 자료집 제시를 위해 인적자원개발 지표의 데이터 베이스(database) 구축과정 및 인적 자원지수개발을 위한 기초연구자료를 제공하여 후속 인적자원개발 연구에 도움을 주고자 한다.

In this study on developing "Indexes and Indicators in Human Resource Developments", we proceeded in the order the chapters are layed out. In Chapter Ⅰ, the introduction part, we discussed the backgrounds and rationale for this study. In Chapter Ⅱ, we reviewed previous national and international studies on the subject of indicators of Human Resource Development (HRD) and surveyed different theoretical approaches to the subject. This was done to clarify the concepts of "human resources and human resource developments", which are often used in confusion and without clear definitions in such diverse contexts. At the same time, we also reviewed diverse human resource development policies implemented in developed countries, in order to search for the specific areas of human resource development. In Chapter Ⅲ, we defined the concepts of "indexes" and "indicators" in general, and overlooked the major indicators and indexes, domestic and international, that are being generated. This was done as a preparatory step before defining the concepts of indexes and indicators of human resource development. In Chapter Ⅳ, building on what we learned in Chapter Ⅱ and Ⅲ, we developed a model as a foundation to develop indicators of human resource development. Based on the model, we set up the target areas and defined concepts of each area. In Chapter Ⅴ, we tried to develop a system of "National Human Resource Development indicators". Thus, we established a structure for the system, and defined the main interest areas for each target area, and more detailed interest areas for each interest area. Then, we set the criteria to select the individual indicator items, and finally selected the key individual indicators in National Human Resource Development. In Chapter Ⅵ, drawing on the work done in Chapter Ⅰ through Chapter Ⅴ, we made policy recommendations for the further developments of human resource development indexes and indicators. Then, we proposed the draft of "Natonal Human Resource Development Indicators 2002" which we developed based the results from previous chapters. Through this process, we developed indicators and indexes in such important and diverse areas of "National Human Resource Development (NHRD)" as national supply and demand of manpower, employment information, education and training opportunities, diverse programs of education and training and information thereon, and qualification systems.
