산업구조변화대응 등 특화훈련 고도화 방안 연구

Abstract

디지털·탄소중립 등으로 인한 산업구조 변화는 기존의 경쟁우위로 여겨졌던 많은 산업 부분을 리스크로 전환시키고 있다. 지역 산업 노동시장에서는 산업전환으로 발생하는 재직자, 실업자들의 훈련 수요를 파악하고 리스킬링과 업스킬링을 지원하는 산업구조변화대응 등 특화훈련(이하 ‘산대특’)이 실시 중이다. 현재 산대특 훈련이 내일배움카드를 활용함에도 불구하고 스킬 향상을 위한 수요자 중심의 훈련보다는 공급자 중심의 훈련을 제공함으로써 여러 가지 한계에 봉착하였다. 즉, 제도의 활성화를 위해서는 산대특 훈련 관련 이슈와 현황을 확인하고 방안을 마련할 필요가 있다. 본 연구에서는 산대특 훈련의 방향과 목적을 설정하고 최종 수요자인 훈련생에게 도움이 되는 훈련을 설계하고 운영할 수 있도록 지원하는 컨설팅 모델을 개발하고 산대특 훈련 고도화 방안을 도출하고자 한다. 개발된 컨설팅 모델과 컨설팅 영역별 요구도 조사 결과는 당해 년도 RSC 컨설팅 지원에 활용될 예정이다.

In this study, the Ministry of Employment and Labor set the direction of specialized training for responding to industry structural changes, develops a consulting model that supports the design and operation of training that is helpful to trainees, the final users, and derives training advancement plans. To this end, the trend of related training policies in response to industry changes was analyzed. Second, based on the survey of consulting needs, a consulting model was developed to discover best practices for the Special Training. Fourth, interviews were conducted with the person in charge of the training institution. Consulting was divided into a total of six stages, and the final model was arranged by area with high priority for each stage. The most important role of RSC is to accumulate procedures, methods, and know-how for selecting support targets and industries to be fostered, and to support training institutions to develop excellent training. As a result of the interview with the person in charge of the training institution, it was suggested that it is important to consider the requirements of the industry and companies when designing the training process. In particular, in the case of automobile repair and maintenance, as foreign companies requested graduates from junior colleges or higher, degree courses were designed and operated in connection with the academic credit bank system.
