지방시대 실현을 위한 고등직업교육기관 모델 개발 연구

Abstract

이 연구는 지역 고등직업교육기관이 효과적으로 지역 산업에서 요구하는 인력을 양성·공급할 수 있도록 지역 고등직업교육기관의 연계·협력 모델을 개발하고자 수행되었다. 이를 위해 이 연구에서는 지역 단위 고등직업교육기관의 현황과 주요 이슈, 협력 실태 및 요구를 분석하고, 그 결과를 토대로 지역 고등직업교육기관의 연계·협력 방향과 협력 수준(협업, 연계, 합병) 및 주체(중앙 주도, 지역 주도, 기관 주도)에 따른 연계·협력 모델을 도출했다. 이 연구에서 제안한 연계·협력 모델을 적용하기 위해서는 지역 내 협력 거버넌스의 구축이 전제되어야 하며, 지역 고등직업교육기관의 연계·협력은 ① 지역 수요 기반, ② 단계적 접근, ③ 경쟁력 강화에 초점을 두고 추진되어야 할 것이다.

This study was conducted to develop a cooperation model for local higher vocational education institutions to effectively train and supply the human resources local industries require. To this end, this study analyzes the current status, major issues, cooperation status, and needs of local higher vocational education institutions. Based on the analysis results, the direction of cooperation of local higher vocational education institutions and the cooperation model was derived. The cooperation model was organized according to the level of cooperation (Collaborations, Alliances, Mergers) and the subject (National-led, Regional-led, and Institution-led). In order to apply the cooperation model proposed in this study, establishing cooperative governance within the local is a prerequisite. Cooperation of local higher vocational education institutions should be promoted with a focus on ① based on regional demand, ② a step-by-step approach, and ③ strengthening competitiveness.
