고숙련사회에서의 숙련기술인 육성 방안

Abstract

본 연구에서는 전반적으로 합의되지 않은 고숙련사회의 특징과 이슈, 숙련기술인의 유형과 이들에게 요구되는 역할을 각 분야별 관점에서 논의하고, 숙련기술인 양성 및 활용 실태를 분석하여 시사점을 제시하였다. 또한, 분야별 숙련기술인의 경력경로·경력관리 등을 분석하여 숙련기술인 육성 및 활용 방안을 도출하였다.

This research aims to discuss the features of high skill society and the types of high-skilled workers in each industrial sector as well as to suggest a policy implication through analysing the current pattern to train and manage high-skilled workers and career path and management system in each industrial sector. To achieve this purpose, the research is designed and processed with six steps. First, a definition and typology on high skill society, skill formation and skilled worker are identified via the literature review. Second, the pattern of career paths in the manufacturing, agriculture, construction and culture industry is analyzed with the secondary data such as Korean Employment Classification of Occupations. Third, delphi method is applied to investigate the feature of high skill society, the changing perception of skilled workers and the barrier to cultivating skilled human resource. Fourth, the survey with workers is carried out in order to understand the current pattern to train and manage skilled workers and career path and management system in each industrial sector.
