수능성적으로 바라본 사교육의 효과 분석

Abstract

본 연구는 각 과목별로 사교육 경험이 있는지의 여부가 대학수학능력시험의 해당 영역 점수에 어떠한 영향을 미치는지를 살펴보고자 실증분석을 수행하였다. 사교육이 학업성취도에 미치는 효과와 관련된 연구의 결과들은 자녀의 사교육 참여여부를 결정해야하는 학부모와 공교육만으로도 대학진학 및 학업성취도 향상이 가능하도록 대학수학능력시험 및 관련 교육정책을 조정해야하는 정책당국에 유익한 정보를 제공할 수 있다. 그동안의 국내외 실증분석에서는 사교육이 학업성취도에 긍정적인 영향을 미친다는 결과들과 실질적으로는 영향을 미치지 못한다는 결과들이 혼재되어 있다. 뿐만 아니라, 과도한 사교육은 학생들의 학습의존도를 유발하고, 이로 인해 오히려 학업성취도에 부정적인 영향을 미친다고 분석한 기존 연구들도 존재한다. 본 연구에서는 실증분석 자료로 한국직업능력개발원의 「한국교육고용패널(KEEP)」을 사용하였으며, 실증분석 방법으로는 내생성(endogenous) 문제와 선택편의(selection bias) 문제를 해결하기 위해 기존연구와는 달리 성향점수 짝짓기(propensity score matching) 방법을 사용하였다. 실증분석결과, 분석 대상인 고3코호트와 중3코호트가 모두 언어영역(국어)과 수리영역(수학)에서는 해당 과목의 사교육 경험이 수능성적에 긍정적인 효과를 미치는 반면, 외국어영역(영어)의 경우에는 오히려 부정적인 영향을 미치는 것으로 나타났다.

This paper assesses how participation in private education affects performance in the College Scholastic Ability Test(CSAT). The results of this topic are helpful not only to parents who make the decision to participate in private education for their children, but also to policy makers who adjust educational policies to reinforce public education. Recent studies report that there co-exist positive and no (or negative) effects of private education on CSAT scores. We use the "Korean Education and Employment Panel(KEEP)," provided by the Korea Research Institute for Vocational Education and Training(KRIVET). Using the propensity score matching method, we find that private education has a positive effect on the Korean Language and the Mathematics subjects, and on the other hand, has a negative effect on the Foreign Language (English) subject.
