중·장년층 직업훈련의 노동시장 성과 분석을 통한 훈련 및 경력 설계 방안 연구

Abstract

The changing demographic structure due to low birth rates and an aging population, alongside rapid digital transformation, is causing significant shifts in the lives of middle-aged and elderly individuals. Considering the crisis of societal insurance funds' depletion in Korea, this research stems from a concern about the role of vocational training in enabling middle-aged and elderly individuals to remain in wage labor for an extended period. As the participation and employment rates of middle-aged and elderly people have steadily increased recently, there is a demand for policies focused on enhancing the productivity and re-education of middle-aged and elderly individuals. Thus, this study aims to examine the effectiveness of vocational training for this group. Subsequently, it seeks to categorize demand for vocational training among middle-aged and elderly individuals based on their characteristics and analyze the outcomes of such training to identify relatively effective programs. The criteria for this study's analysis target individuals aged 40 and above, encompassing various policies outlined in the Ministry of Employment and Labor regarding the middle-aged. Specifically, the primary research tasks include: 1) reviewing theories and prior research on vocational training systems and effects for middle-aged and elderly individuals, 2) analyzing the impact of vocational training on employed middle-aged and elderly individuals, 3) exploring the correlation between training characteristics and outcomes based on the career and traits of this demographic's major subgroups, particularly focusing on women, managerial positions, and economically vulnerable middle-aged and elderly individuals.
