본 사업의 주된 목적은 인적자원개발분야의 전문가 모니터위원을 구축하는데 있으며 2차적인 목적은 구축된 전문가 DB를 통하여 국가 인적자원개발 정책에 대한 평가가 이루어지도록 하는데 있다. 또한, 전문가 모니터링 결과가 정책의 개발과 수립ㆍ추진ㆍ운영에 피드백이 되도록 하여 시행상의 오류를 최소화하도록 기여하는데 있다. 즉, 인적자원개발정책의 수립과 개선 및 긴급을 요하는 현안들에 대한 의견 수렴은 정기 또는 수시로 조사해야 할 필요성이 있을 때 전문가 모니터링 망을 활용하여 심층적인 의견 수렴의 결과가 피드백 되어 효율적인 정책 입안과 추진에 대한 현실성과 타당성에 대한 검증이 선행적으로 이루어질 수 있도록 하여 시행상의 오류를 사전에 차단하는데 향후 계속되는 본 사업의 목적이 있다. In an ability-oriented and knowledge-based society in which knowledge and information become the source of national competitiveness, each nation is emphasizing as its competitiveness the cultivation of ability to create, spread and utilize knowledge and information with the globalization, digitalization and knowledge-establishment of the social structure. That is, the national competitiveness in the 21st century knowledge-based society is determined by the quantity and quality of human resources that can create, spread and utilize new knowledge and information. Therefore, expert opinions on the establishment, promotion and administration of human resources development policy need to be collected in order to expand national competitiveness through the efficient management and application of human resources. Thus, a database on the participating experts is required for an effective implementation of the process. The primary reason for this project is to set up a monitor committee consisting of experts in human resources development field and enable the monitoring on the national human resources development policy through its expert DB. In other words, the objective of this project is to collect opinions on the pending problems requiring the establishment and improvement of the human resources development policy as well as emergency measures and to minimize errors in its enforcement by verifying the actuality and appropriateness of the policy. The year 2001 will be committed to constructing the early stages of foundation for the expert monitoring project, and thus the first half of this year was focused on the appointment of an expert monitor committee by specialty, and the establishment of monitoring infrastructure, such as setting up its DB. The method and process of appointing the monitor committee is as follows. First, subjects for the monitor committee were selected through an examination of experts by their specialty, region and organization based on the 2001 outside manpower pool of Korea Research Institute for Vocational Education & Training. Members for the expert monitor committee were appointed two times. The first time was done through facsimile and e-mail, requesting participation as a member of the expert monitor committee, and phone calls made by investigators and researchers inducing participation.
