Abstract

This study investigates methods to establish and activate a workforce development system centered around metropolitan local governments, with a focus on the Regional Innovation System & Education (RISE), aiming to respond to the challenges of regional decline and promote local innovation. Utilizing various methodologies such as policy change analysis, analysis of the RISE system's structure and content, comparative analysis of regional workforce development systems, Co-Design case analysis, and perception and demand survey analysis, the research identifies key issues. The findings highlight the need for collaborative governance between local governments and universities, leadership enhancement, organizational restructuring, and addressing structural limitations in resource acquisition as major challenges. Proposed policy recommendations include strengthening cooperation between central and local governments, leadership enhancement, expertise acquisition, and improvement in resource structures. These results are anticipated to contribute to domestic workforce development and regional innovation policies.
