대학입학전형에서 학생부 강화 정책과 고교생의 사교육비 지출에 미치는 영향 분석

Abstract

이 연구에서는 한국교육고용패널조사(KEEP) 중학교 3학년(2004년) 코호트에 대한 1차 자료(2004년 조사), 4차 자료(2007년 조사, 고등학교 3학년), 5차 자료(2008년 조사, 대학교 1학년), 9차 자료(2012년 조사, 대학졸업)까지의 추적조사 자료를 활용하여, ‘사교육비 경감 및 학교교육 정상화’를 목표로 한 ‘수능 비중 약화와 학생부 중심’의 대입전형 개선 정책이 실제 고등학생들의 사교육비 지출에 어떤 영향을 미쳤는지를 검증하려고 하였다. 분석 결과, 고등학생의 사교육비 차이를 설명할 수 있는 학생 특성과 가정 배경, 고교 특성 등이 동일한 경우에 있어서 수시모집 학생이 정시모집 학생에 비해 사교육비를 덜 지출한 것으로 나타나, 대입전형에서 수능성적의 비중을 약화시키고 학생부 자료의 반영 비중을 높이는 대입전형 개선 정책이 고교생의 사교육비 경감에 일면 효과적일 수 있음을 확인할 수 있었다. 다만 이 연구에서는 특별전형의 사교육비 경감에 대한 효과가 나타나지 않았던 점과 특별전형이 상대적으로 성적외의 다양한 전형 자료의 활용이 큰 것임을 고려해 볼 때, 최근 2015학년도 대학입학전형 기본사항(2013.9) 에 발표된 바 ‘학생부종합전형’에서 실시할 학생부의 비교과 자료에 대한 평가 방안에 대해서는 사교육비 유발 문제와 관련하여 더 구체적으로 검토해 볼 필요가 있음을 알 수 있었다.

The purpose of this study is to analyze how the college-admission system focused on high-school GPA and report influence Korean high-school students' use of private tutoring services. Data were drawn from the Korean Education and Employment Panel(1st∼9th waves). Multiple regression model was used to examine whether the college-admission system focused on high-school GPA and report was effective in reducing high-school students' expenditures for private tutoring services. Findings showed that high-school students who were high-school GPA and report applied as major criteria for college’s admission decision spent less money on private tutoring services than those who were College Scholastic Ability Test were applied. The findings imply that the college-admission system focused on high-school GPA and report is effective in reducing high-school students' expenditures for private tutoring services.
