장학금 지원 정책이 대학생의 학업성취도와 학업 몰입에 미치는 영향 분석

Abstract

본 연구는 한국교육고용패널조사(KEEP) 중학교 코호트의 8차년도와 10차년도 데이터를 활용하여 장학금 지원정책이 4년제 대학생들의 학업성취도와 학업몰입에 미치는 영향을 분석하였다. 분석방법으로는 경향점수매칭(Propensity Score Matching) 방법과 이중차분법(Difference-in-Differences)을 사용하였다. 분석결과에 따르면 경향점수매칭과 이중차분법에 의한 추정 결과에서 동일하게 2013년에 장학금을 수혜한 집단은 비수혜자 집단에 비해 학업성취도가 유의미하게 높게 나타나 장학금 정책이 학업성취도 향상에 긍정적인 효과를 주는 것으로 해석되었다. 또한 장학금 정책이 학업몰입(학업태도, 출석, 예·복습 실시, 과제성실도, 수업참여도)에 주는 영향력을 분석한 결과, 경향점수매칭 결과에서는 학업태도 면에서 장학금 수혜자가 비수혜자 보다 긍정적으로 나타났다. 반면, 이중차분법에서는 공변인을 투입하여 정교하게 장학금 수혜자와 비수혜자간의 차이를 분석한 결과, 장학금 정책이 학업몰입에 유의미한 영향을 주지 않는 것으로 나타났다. 이상의 결과는 장학금 지원 정책이 대학생의 학업성취도와 학업몰입 제고에 일부 긍정적인 영향을 주고 있다는 점을 시사하는 한편, 장학금 정책수혜 집단의 확대 및 이질화에 따라 학생의 다양한 특성을 고려하여 정책 효과가 분석되어야 한다는 점을 암시한다.

This study examined the effectiveness of the Korean government Scholarship program for the university students on the academic achievement and involvement by using the Korea Education and Employment Panel(KEEP)s.The PSM(propensity score matching) and DID(differecne in difference) were employed as the empirical strategies. The academic involvement was measured by the academic attitude, the interaction with the faculty members for the academic advice and careers, the commitment to the project in the courses and the participation in the classes. The results were as follows. The recipients of the scholarship program showed the higher academic achievement than those of the non recipients. Also the recipients of the scholarship program had the higher academic attitude than those of the non recipients according to PSM whereas the results from the DID displayed the limited positive probability of the government scholarship programs. These results implied that more rigorous policy evaluations should be conducted to consider the heterogeneous characteristics of the recipients of the programs.
