평생교육기관 운영 실태 조사

Abstract

본 연구는 상기와 같은 배경과 필요성에 따라 평생교육법 시행 후 평생교육의 실상과 변화를 살펴보고, 평생교육 활성화를 위한 평생교육기관 운영과 평생교육 참여의 애로점 및 시사점을 도출하여 평생교육 관련 정책 입안 및 프로그램 개발을 위한 종합적인 기초자료로 활용하는 데 그 목적이 있다. 이를 위하여 평생교육기관의 운영 실태를 종합적으로 파악하고, 평생교육에 참여하고 있는 학습자에 대한 다양한 인식과 요구를 조사？분석하고자 한다. 본 연구에서 달성하고자 하는 구체적인 연구의 하위 목적은 다음과 같다. 첫째, 평생교육기관의 개념적 의미와 분류 현황을 파악하여 평생교육기관의 분류 체계를 설정한다. 둘째, 평생교육기관 특성별로 운영 실태를 분석하여 운영상의 애로점과 요구 사항을 파악한다. 셋째, 학습자 집단의 인식 및 요구 분석을 통해 평생교육 참여 실태와 이에 따른 문제점을 도출한다. 넷째, 우리 나라 평생교육기관의 운영 실태와 요구 분석 결과를 토대로 향후 추진해 나가야 할 발전 방안을 제안한다.

Bringing rapid knowledge dissemination and information technologies, an aging society, and flexible labor markets responding to fast changes in the vocational world, the emergence of a knowledge-based information society is casting new challenges to lifelong education. Amid environmental changes in a lifelong learning society, the government has been exerting its effort to set new policies for lifelong education and establish a lifelong learning system. Since the enactment of Lifelong Education Law, an accurate database of lifelong education institutions founded on real conditions basic research has yet to be built, making it difficult to set related policies, or develop improvement plans and exchange related information. In order to prepare society for proactive response to internal and external environmental changes, and to build a desirable lifelong education system on a national level to meet the needs of the people, a study is necessary to comprehensively investigate and analyze the operational conditions and wants of lifelong education institutions, currently the main providers of lifelong education, and to develop plans to further develop continued education. Based on these backgrounds and imperatives, this study intends to review the conditions of lifelong education since the enforcement of Lifelong Education Law and changes subsequently made. Also, to help facilitate lifelong education, this study assesses the difficulties in the operation of lifelong education institutions and learner's lifelong education participation, and develops implications on lifelong education. Also, the study intends to utilize findings as comprehensive and basic data to develop policies and programs that are related to lifelong education. To serve the objectives, the study first surveys the conceptual meanings and grouping methods of lifelong education institutions to set the categorization system for lifelong education institutions. Then, investigates the operational conditions of lifelong education institutions, conducts a survey on learners who are participating in lifelong education programs to analyze the diverse perception and needs of the learners, and develops and proposes development plans to be implemented for lifelong education institutions. ...
