민간자격제도 운영 현황 및 실태

Abstract

한국직업능력개발원에 등록된 민간자격 수는 2008년 597개에서 2015년 현재 16,078개로 약 26.9배 증가함.

한편 등록자격을 공인 신청하는 비율은 2009년 9.9%에서 2015년 0.4%로 급격히 하락함. 이는 공인을 받기 어렵다는 점도 있지만, 등록만으로도 자격 수요가 지속적으로 발생하기 때문임.

등록 민간자격관리기관의 19%가 전체 등록자격의 67% 이상을 운영하고 있으며, 공인자격 역시 4개의 공인 민간자격관리기관에서 전체 공인자격의 30%를 운영하고 있어 민간자격관리기관이 특정기관에 편중됨.

공인자격의 직무내용을 보면, 어학·어문, 기초사무 형태의 소양자격의 비율(40.2%)이 높은 것으로 나타남.

However, the rate of applying for recognition of the registered private qualifications has significantly decreased from 9.9% in 2009 to 0.4% in 2015. This is not only due to the difficulty in obtaining the recognition but also because the demands for registered private qualifications remain high.

19% of all organizations that manage private qualifications operate over 67% of all registered private qualifications, and 4 organizations that manage recognized private qualifications operate over 30% of total recognized private qualifications. This signifies that a few certain organizations manage the majority of private qualifications.

In terms of jobs specifications, qualifications in knowledge-based skills such as linguistic ability or basic office skills have a high rate (40.2%).
