기술계 학원의 평가체제 구축방안

Abstract

본 연구는 기술계 학원에 대해 효율적인 정책적 지원이 이뤄질 수 있는 근거로서 기술계 학원에 대한 평가도구를 마련하고, 평가도구의 실제적 활용 및 운영 방안, 그리고 기술계 학원 평가의 전체적 틀에 대한 방안을 제시하는 것을 목적으로 한다. 이러한 작업을 통해 기술계 학원 평가체제 구축을 위한 기반을 마련하는 동시에 기술계 학원에 대한 합리적인 평가의 기준과 정부지원의 효율적 근거를 마련하고자 한다.

From 1970s through 1990s, private technical institutes in Korea have played a considerable role in developing technical and job-related skills of individuals who needed such skills to get a job. Also, the number of private technical institutes in Korea have increased enormously during the same period, currently exceeding 6000 institutions. Regardless their contribution to the development of skills of the workforce in the private sector, private technical institutes have been rather excluded from various kinds of government supports toward vocational education and training institutions. Changing environment of private technical institutes such as the prospective influx of foreign educational institutions, the decrease of prospective students for vocational education and training institutions are also asking for brand-new policies of the government to protect and promote the positive function of the private technical institutes as private-sector vocational competency developing institutes. A review of the history and current settings of private technical institutes shows that legal supports and other supporting policies are needed for private technical institutes to be able to maintain their important role in developing vocational competencies of individuals in the private sector. ...
