전문대학 재정지원사업의 효과성 제고 방안

Abstract

본 연구는 1997년부터 착수한 전문대학 특성화 프로그램 재정지원사업의 규모와 평가 방식 등이 전문대학 직업교육의 발전을 위하여 타당하게 운영되어 왔는지를 분석함으로써, 향후 정부의 전문대학 예산 확대의 타당성과 재정지원 정책결정에 필요한 자료 제공을 목적으로 한다. 각 전문대학 재정지원 사업들이 총체적으로는 전문대학 교육의 내실화와 통합·연계되어 있다는 관점에서 다음과 같은 구체적인 목적들을 제시하고자 한다. 전문대학 재정지원 사업의 실질적 지원액수에 과부족이 있는지에 관한 논리적 근거를 제시하고자 한다. 재정지원사업의 효과성을 제고하기 위한 운영체계의 방향과 과제를 제시하고자 한다. 재정지원사업이 전문대학 직업교육의 향상에 기여할 수 있도록 기존의 평가지표들을 검토하여 재개발함으로써 직업교육 향상에 기여하고자 한다.

This study is based on the assumption that the fundamental goal of government support for dolleges, aside from the contradictory opinions between the budget authorities and the college authorities, is to improve the appropriateness of field education in colleges as educational institutions, focusing on practical affairs and contributing, ultimately, to the improvement of industrial and national competence. Accordingly, it analyzes the strengths and weaknesses of the whole process of the current funding project: that is, a variety of factors directly and indirectly related to the effect of the program, including the evaluation procedure, method, time, index, and organizations. It also suggests alternatives and examines the ground of the argument that the scale of the support itself should be dramatically increased. It utilizes a variety of sources and approaches, including statisical data gathered by governmental secotrs, analysis of precedent studies, interviews for the survey of successful cases, and consultation with experts. ...
