교육서비스 분야의 국제개발협력에 관한 연구 : 교육서비스의 수출을 위한 조건

Abstract

본 연구는 글로벌시대에 활발하게 추진되고 있는 교육 서비스 분야의 국제개발협력을 고찰하고, 이를 통하여 새로운 국제개발협력의 방향을 교육시스템의 해외진출이라는 측면에서 모색하는 데 그 목적이 있다. 이러한 목적에 따라 교육서비스 산업의 현황, 주요국가의 사례 및 시사점, 한국의 사례 등을 살펴보았으며, 이러한 사례를 통해서 지식의 전수라는 관점에서 교육의 해외진출을 위한 국제개발협력의 전략을 제시하였다. 향후 국제개발협력은 첫째, 한국의 장단점을 살릴 수 있는 분야를 중심으로 하며, 둘째, 연구기관, 대학 및 인적자원을 활용하고, 셋째, 철저한 사전조사를 실시하여 시행착오를 줄이며, 넷째, 국제개발협력에 관한 전문성을 강화하고, 다섯째, 국제적인 연구동향 및 네트워크를 강화하며, 마지막으로 특별기금 등 재원을 확보해야 할 것이다.

The objective of this study is to establish the strategies of international development cooperation for transfer the experience of Korea's development through reviewing the case of international development cooperation in fields of educational services sector. The education is a valuable production in knowledge based society, and it is a key for national development as well as investment of the future. The contents are to a) review of educational services sector, b) the case of international development cooperation, c) the case of international development cooperation in Korea, d)strategies for international development cooperation. The advanced countries, such as Germany, Australia, New Zealand, think education service sector is a leading key factor and strategy in the knowledge based society. Korea have a successful model as aspect international assistance program with economic development plan. This development experience is known for good case for contribution as successful model of developing countries. Therefore, it is necessary for international development cooperation to implement with strategic, which is contributed to international society.
