생산기반기술인력 양성을 위한 국립기술사관학교 설립 및 운영 방안

Abstract

이 연구의 목적은 생산기반기술인력 양성을 위한 (가칭)국립기술사관학교 설립 타당성을 검토하고, 설립·운영 방안을 마련하는 데 있었다. 이를 위해 문헌연구, 시계열분석, 전문가협의회 및 검토를 하였으며, 주요 연구결과는 다음과 같다. 기술사관학교는 생산기반기술인력 수요의 꾸준한 증가 전망에도 불구하고 현존하는 직업교육훈련 체제를 통하여 전문적인 인력양성에 한계가 있다는 점에서 별도로 설립될 필요가 있으며, 생산기반기술인력의 특성과 수급을 고려할 때 전문학사 수준의 기술인력을 연간 오백 명 이상 양성할 수 있는 규모가 적절할 것이다. 이 학교는 국가기반산업에 필요한 인력을 양성하기 때문에 국가 인력양성의 책무성을 고려하여 정부 주도로 설립되는 것이 타당하다고 볼 수 있다. 학교의 설립 모델은 운영방식에 따라 네 가지로 나눠볼 수 있는데, 각 모델의 장단점과 현실성 및 설립 취지를 충분히 고려하여 결정할 필요가 있다. 효율적인 학교운영을 위해서는 현장맞춤형 교육과정 개발·편성, 기술 분야 근로의지가 강한 학생 선발 및 지원, 현장교원 확보 및 인센티브 강화, 재원 확보, 유관기관 간 협력 인프라 구축 등이 요구된다.

The purpose of this study was to examine the feasibility of establishing National Technology Academy (NTA) for foundational workforce in manufacturing industry and to develop a plan of establishment and operation of it. For the purpose, literature review, time series analysis, and expert consultation were used. The NTA should be newly established different from the existing vocational education and training institutes. Considering demands for workforce, the NTA should train 500 or more technologists in a year and grant associate degrees. Establishment of the NTA should be led by government because it trains students needed to national core industry. Although four establishment models could be proposed according to the way of operation, the final model should be determined considering carefully strength, weakness, and practicality of each model. For effective operations of the NTA, it is required to develop industry customized curriculum, secure field-experienced trainers, reinforce incentives for trainers, and secure budget.
