내일배움카드제 훈련상담의 실태와 과제

Abstract

본 연구는 내일배움카드제에서 수행되고 있는 훈련상담의 실태를 분석하고 훈련상담의 개선을 위한 정책방안을 제시하기 위하여 수행되었다. 상담에 대한 문헌연구와 내일배움카드제의 상담과정과 목적을 분석하여 훈련상담을 정의하고 이에 따라 훈련상담이 진행되고 있는지를 탐구하였다. 내일배움카드제의 훈련상담에 대한 피상담자들(구직자)의 인식과 실태를 파악하고자, 현재 훈련기관에서 훈련중인 177명을 대상으로 설문조사를 수행하여 실태를 파악하고 추가적으로 14명을 대상으로 심층면담을 진행하여 시사점을 도출하였다. 연구결과 현재의 훈련상담은 본 연구에서 제시한 훈련상담의 개념적 정의에 부합하지 못하고 있는 것으로 나타났으며, 단계별 목적도 달성하지 못하고 있는 것으로 나타났다. 그 원인을 파악하기 위한 심층면담 결과 제도적 요인, 상담원요인, 피상담자요인, 훈련기관 요인이라는 4가지 키워드로 장애요인이 발굴되었다. 내일배움카드제의 훈련상담에서 대두된 4가지 장애요인에 대한 핵심은 훈련상담자와 피상담자간 신뢰를 구축할 수 없는 여건에서, 훈련상담이 행정적인 작업이라 인식하게 하여 그 목적 달성을 방해하고 있다는 것이다. 이러한 현상을 해소하기 위해 본 연구에서는 행정단계의 간소화를 위한 HRD-Net의 적극적인 사용, 상담사의 충분한 확충과 이들의 역량강화를 위한 체계적 교육과정 제공, 피상담자의 상황과 특성에 맞는 맞춤형 상담의 필요성을 정책적으로 제시하였다.

This study aims to analyze training counseling implemented in the Vocational Skills Development Account System and to suggest future improvements. To achieve these goals this study first reviewed the concept of counseling and suggested the concept of training counseling. Also, surveys and in-depth interviews were conducted to find out the actual state of performing training counseling. Based on the research, the four types of barriers to the effectiveness of training were identified: institutional factor, counselor factor, job seeker's factor, and counseling content factor. In order to improve current training counseling, this research proposes ways to improve counseling. First, HRD-NET should be actively used to remove the time- consuming information gathering process. Second, more educated and competitive counselors should be developed. Third, customized training counseling needs to be offered based on the needs of job seekers.
