직업능력개발 훈련기관 대상 통합적 질 관리 체제 연구

Abstract

본 ‘직업능력개발 훈련기관 대상 통합적 질 관리 체제’연구는 직업능력개발 훈련 체제의 구성요소와 실시과정(process), 단계별 산출물(output)을 규명하고, 이러한 체제적 접근법에 의한 ‘훈련기관 대상 통합적 질 관리 체제 모형’과 운영방안 및 정책 방안을 제시함으로써 훈련기관의 전반적인 질적 향상을 도모하고, 이를 통한 우수 인력의 효과적인 양성에 기여할 수 있기를 기대한다. 또한 본 연구의 결과는 직업훈련 정책과 제도 운영상에 있어 여러 유관기관 간의 효과적인 상호 협조 체제의 가능성을 확보하고, 질 관리 측면에서 제도의 효과성과 효율성을 신장시킬 수 있는 실제적인 방안을 마련한다는 데 의의가 있다.

With the growing concern for human resource development as a core components of nation’s global competitiveness, the importance of government’s policy for vocational education and training(VET) is also increasing. However, indiscriminate entrance to national VET education market and moral laxity of insufficient training institutes cause social problems. Additionally, present quality management system for VET are performed by different agents and methods, it interrupts closer cooperation systems and lowers quality of training. Therefore, this study aims to investigate all the components of national VET system and develop integrated quality management system includes not only the evaluation system but also process, procedure, and management system. This study explored the concept of quality and quality management in the field of management and education and previous research studies and case studies in quality management to build theoretical background. Also, problems in current national VET system’s evaluation process were investigated thoroughly. Based on literature review, this study developed proto-type for integrated quality management system model for training institutes and conducted simulation to validate the quality management model. With situational limitation, some part of the model was included for the simulation in 4 training institutes.
