고령화 사회와 기업교육훈련

Abstract

본 연구는 고령 근로자에 대한 교육훈련 실태 및 사례 조사를 통해, 기업 참여 촉진 요인 및 장애 요인을 탐색함으로써, 고령 노동자의 인적자원화를 위한 실천 방안을 제시하고자 한다. 본 연구에서는 우리 나라가 고령화사회로 급속도로 진입하면서 쟁점이 되고 있는 ‘재직근로자의 고령화’ 및 ‘고령근로자의 퇴직이후(제2의 경력개발)’ 에 대한 대책을 교육훈련을 비롯하여 제반 지원 정책의 측면에서 모색하고자 한다.

This study was to investigate new policy direction of industrial education and training as society became aging one. In case of Korea, the speed of aging is expected to be the shortest among all of the countries. Therefore, there are arguments that the aging will affect economics, finance, welfare, and labor market. This study starts from the necessity of field research and integrity of aging policy. One purpose of the study was to proceed the arguments of aging depending on industry type and the other one was to advance the disputes of lifelong-learning policy for employability of the aged workers. Accordingly, the ultimate goal of the study was to explore the fundamental direction of new industrial education and training as well as the motivation for education and training of workers. The research problem was based on that the improvement of employability is essential not only to maintain working life but also to develop the quality of working. In addition, corporations, unions, and governments should take more responsibilities for employability of the aged workers. This study focused on the steel industry and examined the real work situations of workers' aging and the case of POSCO industrial education and training.
