새로운 지역발전정책과 연계한 인재육성 발전 방안

Abstract

'창의적 인적자원'이 개인과 조직, 지역, 나아가 국가의 경쟁력을 결정짓는 중요한 핵심요소가 되고 있다. 그동안 우리나라의 지역발전정책은 균형발전에 집착한 나머지 각 지역의 성장잠재력을 잠식하는 '공유의 비극' 현상을 초래하고 말았다. 또한 중앙정부 주도로 정책을 집행하여 지역의 중앙정부 의존도를 심화시켜 자생적 발전을 저해하고 있다는 우려의 목소리도 들린다. 지역의 지속가능한 발전이 국가 경쟁력의 중요한 핵심요소라고 한다면, 그 중심에는 사람에 대한 투자, '즉 인재 육성 정책' 이 있어야 한다. 2002년부터 추진되어 온 지역인적자원개발 정책은 지자체의 대응투자 금액 증가 및 전담조직 신설, 지역내인적자원의 양성과 호라용을 위해 이해당사자들이 공동으로 고민하는 장의 형성 등 가시적인 성과를 거두고 있다. 이에 본 연구는 정부의 지역발정 정책의 변화와 지역인적자원개발 ㅈ어책 기조의 변화를 반영하여 지역인적자원개발 중장기 발전 방안을 제시 하였다. ○ 주요내용 - 지역인재육성 정책의 성과와 한계 - 지역인재육성 정책을 둘러싼 환경 진단 - 지역인재육성 정책 중장기 발전 방안 - 지역인적자원개발 사업의 특성화 - 사업성과 관리 및 우수사례 발굴 확산

In a knowledge-based society, talented individuals with creative knowledge and skills are the key element that determines not only individual but regional and national economic competitive power. In order to increase regional self-sustainability for continuous national development, a strategy for regional human resources development is needed. The recognition of the importance of regional human resources development has emerged in policies that have been planned and visibly executed. After attempting a trial policy implementation in 3 regions led by the ministry of education for the first time in 2002, the central and regional governments have collaboratively worked toward the creation of policy infrastructure (e.g. designation of a Regional Human Resources Development Support Center) and the revitalization of enterprises/businesses. There is general agreement that the human resources development policies that have been implemented up to this point have shown some progress in increasing the capacity for human resources development, which is essential for sustained regional development. At the level of regional governments, there has been valuable progress in policies as evident in: increases in human resources investments, establishment of organizations and departments committed solely to issues of human resources development, increases in the interest level of regional government heads, and the creation of a space in which regional stakeholders can discuss and strategize about the cultivation of and use of human talent. However, there still remain numerous issues to be resolved and new tasks to be accomplished for subsequent development. In 2008, the start of President Lee Myung-Bak’s presidency and his party taking office brought a new turning point. The system of equal distribution of financial support to regional governments was transformed in to a system of voluntary competition where regional governments must actively apply/bid for funding. It is clear that the ultimate aim of this foundational change in policy is not to simply rank the regional governments, but to promote regional autonomy in strengthening capacity for human resources development. ...
