일자리 확대를 위한 노동조합의 역할 : 이론과 사례연구

Abstract

본 연구는 최근의 고용위기 상황에서 노동시장의 주요 행위자 중 하나인 노동조합이 고용확대를 위해 어떤 역할을 해야 하고, 이와 관련된 정부의 지원정책은 무엇인지를 살펴보기 위한 목적으로 수행되었다. 그것을 위해 노동조합 임금인상의 고용효과를 이론적 차원에서 검토하고, 그 외에 노동조합이 고용확대를 위해 노력했던 사례들로 한국과 네덜란드의 노동시간 단축사례와 미국 위스콘신 주의 고진로전략을 살펴보았다. 이를 바탕으로 노동조합의 고용확대 전략으로 ① 연대임금정책, ② 노동시간 단축, 특히 초과노동시간의 단축, ③ 숙련향상을 통한 고진로전략을 제안하였고, 관련된 정부의 정책으로 ① 임금인상정책, ② 노동기본권 보장, ③ 일자리 나누기, ④ 사회적 대화의 촉진을 제안하였다.

This paper aims to investigate the role of trade unions in employment promotion and the relevant policies of government under the recent employment crisis. For this purpose I examined firstly the theories on the employment effect of wage increase by trade unions. Then I investigated three cases that trade unions made efforts to promote employment, i.e. the reduction in legal working time in Korea, the reduction in working time through the spread of part-time jobs in the Netherlands and the high road strategy through skill promotion in Wisconsin, the USA. Based on this theoretical examination and the case studies I suggested as the strategies of trade unions for employment promotion ① solidarity wage policy, ② reduction in working time, especially in overtime, ③ high-road strategies through skill promotion and as governments’policies ① wage increase, ② guarantee of basic labor rights, ③ job sharing ④ encouragement of social dialogue.
