산업계 주도의 국가직무능력표준 개발 및 운영체계 구축을 위한 해외사례 분석

Abstract

이 연구의 목적은 호주와 영국의 국가직무능력표준 및 독일의 직업훈련규정을 대상으로 개발 절차, 운영 체계 및 절차별 산업별 협의체의 역할을 분석하고, 이를 통해 우리나라의 산업계 중심 국가직무능력표준 개발 및 운영 체계 구축 기반 조성을 위한 시사점을 도출하는데 있었다. 호주 ISC는 숙련 개발의 핵심 당사자인 노사의 참여가 중추적인 역할을 담당하고 있었다. 영국 SSC의 경우, 정부가 SSC의 운영에 적극적으로 관여하고 있으며, 직업훈련기관을 운영하여 산업별 맞춤형 직업교육훈련사업을 수행하고 있었다. 독일은 훈련수요 진단 및 훈련규정개발, 교육훈련과정 개발에 사업주단체가 주도적으로 참여하고 있었다. 이를 통해 도출한 정책제언으로, 정부지원 시스템의 정비, 산업별 협의체의 숙련수요전망 기능 강화, 유사 산업분야 산업별 협의체 통합을 통한 규모화, 이해 당사자 간의 파트너십 강화, 산업별 협의체의 교육훈련 참여 강화 등을 제시하였다.

The purpose of this study was to derive implications for building an industry-leading development and operation system of NCS through analyzing roles of sector councils regarding managing and operating of NCS in Australia, UK, and Germany. The labor and management have played pivotal roles to develop training package including competency standards, qualification framework, and assessment guidelines in Australian ISCs. The UK government has been highly involved in administration process of SSCs and SSCs have their own training institutions and have operated vocational and training programs. Employer associations and trade unions have been actively involved in making a diagnosis of training demand, and developing training regulations and vocational and training programs. Through these findings, we proposed several suggestions such as 1) improvement of governmental support system, 2) strengthening SCs’ roles for workforce demand forecasting, 3) expansion through integration among similar SCs, 4) deepening partnership among all parties involved, and 5) strengthening SCs’ participation in vocational and training programs.
