기술변화 가속화에 따른 자격검정 혁신

Abstract

본 연구의 목적은 기술변화의 가속화에 대응하여 우리나라 국가기술자격의 역량평가 방향을 탐색하기 위해 산업계 등의 요구분석을 바탕으로, 현장이 요구하는 역량을 개인이 충분히 보유하고 있는지 여부를 자격검정을 통해 어떻게 정확하게 검증해 낼 것인지에 관한 문항개발 및 평가방법의 새로운 전략을 마련하는 것이다. 아울러 이것이 가능하기 위한 자격검정시스템 구축이 중요하므로, 기존의 국가기술자격 검정시스템을 역량기반 평가 관점에서 진단하고 자격검정 혁신에 필요한 정책과제를 도출하는 것이다.

Rapid technological changes including the 4th Industrial Revolution, have brought many changes into the production and service activities of companies. In particular, using digital technology in corporate activities is not an option but a necessity. And an important keyword here is ‘convergence’. In order to become a competent worker in such a digital transformation context, it is important to have knowledge in related fields, network thinking as well as technology, the ability to solve problems arising in a new context, and creativity. Therefore, abilities that the labor market demands from workers are not fragmentary pieces of knowledge or skills, but gradually a comprehensive problem- solving ability to flexibly cope with various situations in the occupational world. And this ability is called ‘competency’. As competencies like this become more important, this competency-based evaluation should be made in qualification testing. The purposes of this study are to make a new strategy for how to accurately evaluate whether an individual sufficiently has competencies required by the industry, by analyzing the needs of the industry’s competency-based evaluation in order to understand the direction of competency-based evaluation in the qualification testing in response to the acceleration of technological change. And since it is important to prepare an evaluation environment for competency evaluation, that is, a qualification testing system, the research purposes also include diagnosing the existing National Technical Qualification testing system from the viewpoint of competency-based evaluation and deriving tasks necessary for innovation of the National Technical Qualification testing system, ...
