실업고의 현장실습이 노동시장 성과에 미치는 영향

Abstract

이 연구는 실업계 고등학교의 현장실습이 졸업 후 노동시장 성과에 긍정적인 영향을 미치는지 살펴보았다. 이에 대한 분석은 주로 실업계 고등학교에서 가장 광범위하게 이루어지고 있는 기업체 파견 형식의 현장실습에 초점을 맞추었다. 분석 자료로는 대표성을 갖는 전국표본을 대상으로 조사가 진행된 한국교육고용패널(KEEP) 자료를 이용하였으며 2004년 조사에서 실업계 고등학교 3학년 학생들로 2005년 조사에서 (전문)대학에 진학하지 않고 취업하거나 실업 혹은 비경제활동 상태에 놓여 있는 졸업생들을 대상으로 분석이 이루어졌다. 노동시장 성과로는 졸업 후 취업(vs. 실업), 전일제 취업(vs. 시간제), 대기업 취업(vs. 중소기업), 전공과 일치하는 일자리 취업(vs. 전공불일치 일자리) 등을 살펴보았다. 그 결과, 기업체 파견 형식의 현장실습 참여 여부는 노동시장 성과에 대해서 통계적으로 유의미한 수준에서 긍정적인 효과를 보여주지 않았다. 곧 현장실습이 제도 본래의 취지에 따라 실업고 학생들의 원활한 직업세계로의 이행에 도움을 주었다는 증거는 발견되지 않았다. 반면, 현장실습 중도 탈락 여부가 노동시장 성과에 미치는 효과는 매우 뚜렷하게 발견되었다. 기업체 파견 형식의 현장실습을 지속적으로 수행했을 때 졸업 후 실업자가 되기보다는 취업자가 될 가능성이 중도에 그만둔 학생들보다 4배가량 높게 나타났고 중소기업대신 대기업에 취업할 가능성도 4배가량 높게 나타났다.마지막으로 현장실습 업체 및 업무의 특성이 노동시장 성과에 미치는 효과는 뚜렷하지 않았으나 졸업 후 대기업 취업에 대해서 부분적으로 영향을 미친 것으로 나타났다. 곧 졸업 전에 현장실습에 참여한 기업이 대기업일 경우 졸업 후에도 대기업에 취업할 가능성은 9.5배나 높았고 현장실습을 받은 업체의 업종이 제조업일 때 대기업에 취업할 가능성도 3.3배나 높게 추정되었다.

This examines the impacts of school-to-work programs in Korean vocational high schools on the labor market outcomes. Expecially, we focus on cooperative education (co-op) programs that are wide-spread in Korean vocational high schools. We analyze follow-up data (2004-2005) from the Korean Education & Employment Panel (KEEP). The labor market outcomes are measured by employment (vs. unemployment), full-time job (vs. part-time job), large firm entrance (vs. small or midium firm) and matching job (vs. mismatching job).

As a results, we fail to find positive effects of co-op programs on the outcomes for high school graduates. High school graduates with co-op programs found no lower unemployment and higher rates for full-time job, large firm entrance or matching job with their major fields. Then, if students completed the whole programs of co-op, they were less likely to be unemployed and more likely to enter a large firm than co-op drop-outs. And participation in a co-op program of large firm was positively related to large firm entrance in the first year after school.
